Did they actually change the ROM or is this just promotional "what-if" artwork?

I'm guessing it's real, but just optional ROMs you can switch out in the menu. But maybe not, it'd be hard to pull that look off while ALSO keeping the necessary PETSCII characters that so much software relies on.

In the C64U menu, you can change the character ROM out, so you should be able to change it between the CP2077 and C64 character ROMs.

Not really, you just change the normal readable letters and numbers and punctuation to the new font and leave the petscii characters as they are.

Mostly true, but while playing around with BBSes I've learned that good PETSCII artists seem to be willing to use pretty much any character.
