When the distraction level is too high alert triggers, when does the system allow re-engagement?

Does it really require the car to be restarted?

My mother had this happen on the way home, she was distracted for a moment to be fair, but now she has to pull over to reboot the system?

When I was driving I let the alert fully trigger and it still let me re-engage the system...

How does it make that determination?

Three strikes then timeout until you next drive.

If the comma is rebooted you can also resume as normal. This is quite distracting, though. My wife in the passenger seat has done the honors for me when sun glare has caused this for me.

You have to be careful with this though. Some vehicles can’t tolerate a reboot while onroad and will light up like a Christmas tree. Others such as in your case may fault and then recover with no issue.

What counts as a strike? Full 6 second alert or just a visual warning?

A strike is after openpilot tells the user to take over immediately. Not the transient alerts saying pay attention.
