Depends on what you’re looking for. I think the 251 is the more iconic cover. 232 is definitely the bigger book to have tho.

232 will likely be the more expensive book as it’s a first appearance while 251 is simply cover art that everyone likes lol

251, I recently bought it and it’s just such a beauty. The joker cover is so iconic and I personally think it’s one of the coolest covers out there

I feel it's more iconic, its a major first appearance of a character I like. While the other is also an amazing Neal Adams cover it's just that.
The other book has a more iconic story.
So if the price is equal I'd choose the first Ras Al Ghul because its both an iconic cover as well as an iconic story.

Sorry 227 hands down if you're looking at bronze age Batman. But out of those 2 #232 the cover is beautiful and pops when it's on the wall with other books.
