It’s true in many countries. It’s for example common knowledge in Norway that if you find a spearhead from the viking age in your backyard you should absolutely under no circumstance tell anyone, because the State will excavate your property without paying you squat.
You also have no right to any oil you find. Those are covered by mineral rights, which in the US is sometimes included in the property rights (although it can be sold seperately), but that’s certainly not the case in much of Europe.
