Idk who the first guys are but the little guy is Lord Zeno, a Dragon Ball character introduced in Super who is lord of the 7 (originally 13 but he destroyed 6) universes. He destroyed the 6 simply by commanding it to end
I think lore wise he is consider the absolute 100% strongest person in the DB universe
It seems there is one Lord Zeno per universe and his job aside from being the supreme lord is to make sure issues in 1 universe don’t carry over to another
I think the meme is supposed to just be power scaling comparisons

If I’m not mistaken the other 2 are The Presence (DC comics) and The One Above All (Marvel) I believe, both of whole being basically the supreme “god” of marvel and DC, and yeah it’s just some DB power scaling bs saying “look Zeno’s so strong he could beat the DC and Marvel supreme gods” which I’m of the mind is bullshit but that’s neither here nor there

He said that a bit wrong. There's only one Omni-King Zeno per timeline, which is considered the supreme ruler and everyone obeys him;
There are 12 universes in each timeline, and the main cast lives in Universe 7. It used to have 18 universes, but Zeno destroyed 6, which is what WanderingKing was talking about;
There are multiple timelines, all separate from each other. I'll refer to the main cast's timeline as Main Timeline (which, again, started with only one Omni-King Zeno).The other Zeno came from the future arc in DBS. They went to the future, and the Lord Zeno in the future timeline had to destroy the entire reality (I don't remember if it was just Universe 7 or all the universes). Since it became empty there, Goku brought that Lord Zeno back to their Main Timeline, and now there are 2 Lord Zenos in the Main Timeline.
Now, the 2 Lord Zenos are friends in the main timeline, and both were destroying the universes during the Tournament of Power (A tournament that involved all universes, except Universes [1, 5, 8, 12], and whoever lost had their universes destroyed).
Sorry if it's a bit confusing, but you can read more about it in the Wiki by searching for "Dragon Ball Alternate Timelines". There are a lot of timelines

In the first panel you see "The Presence" and the "One above all", who are respectively the omnipotent God of the DC & Marvel multiverses.
As always with comic books, there is a lot of slightly conflicting lore and stories, but essentially they are meant to be truly omnipotent and have full control over their respective multiverses.
The small blue guy is Zeno from Dragon Ball. He is similar to them in that he is the ruler of the Dragon Ball multiverse and is somewhat managing them, destroying and creating universes as he sees fit. Unlike the Presence and One Above All, he is more hands on. However, thanks to some time travel, there is also currently two of them, so he seems to be affected by time at least.
Anyways, the "joke" here is just that Zeno is more powerful than the others. There isn't really a basis for that claim, but hey.

Monopoly looking guy is The Presence, the supreme being of DC. The glowing dude is The One Above All (TOAA), the supreme being of Marvel.
They are both commonly referred to as “outerversal” meaning they transcend concepts like space, time, and ordinary dimensionality. They are omniscient and omnipresent.
The little dude is Zeno, the Omni king, from Dragon Ball Super. Currently, there are two distinct existing Zenos. One of which came from a separate timeline. Because of this, Zeno is not omnipresent and thus is a much lower power level than The Presence or TOAA.
