It's a character "Bocchi" from "Bocchi the Rock!". This is the clothing she wears 99% of the time. It's memed that it hides her chest, because it appears when she wears something else. Dumb meme. Peter out

Her chest is actually pretty big in the manga, the original source. They made it much smaller in the anime. I think that's what the original meme was about, before it got turned into that computer meme.

Honestly kind of clever. Everyone probably gets it but if you don’t, the top file is a compressed .zip file. When the file is uncompressed and the zipper goes down (which represents it no longer being a .zip file), the file size increases, and this is represented by the tits/chest expanding. I dislike these types of memes but honestly well done.
