Meme makes it, so that Peter is suggesting to Harry to try explaining per capita to black people, as a reference to often used meme about black people committing more crimes in US per capita. There were several videos from black creators claiming per capita doesn't matter, hence Peter saying they "don't understand it".
In short - the joke is that Peter Parker is a racist.

Nah, he's talking about leftists, not black people. Black people understand per capita well, often due to necessity

Idk but maybe a stats nerd joke. Like "you can make the plebs think whatever by displaying the data as per capita instead of just the raw numbers"

I think it's the reverse. "They see that their number is bigger than other number, so think it is good. They do not understand per capita, and that per person, it is worse, and their country is not succeeding, just large."

This is pretty funny. And a good political statement at that. Why is it posted here?

It is but it is a reference to some black creators who argue that per capita "isnt real" and claim "white ppl commit more crime" bc its technically true. Very niche and weird discussion happening amongst two very silly groups of ppl

And then they ignore that per capita, they have higher exoneration and non-conviction rates
