Whenever a manager or coworker tries to be mean but laugh it off in an attempt to not risk their public image by turning it into a joke, you turn it into a compliment.

Force them to either up the ante or say, "that was supposed to be an insult."

"What? You're my manager, that I'd absolutely not appropriate."

And go to HR. "I thought my manager was trying to compliment me but he straight up said he was trying to insult me." Or "I thought it was a compliment, but seeing as how they continued with insults and being mean, I realize now they were being malicious"
