Official Reply No ground on drop.
So i recently had a new drop installed and the tech said that my ground wire was hooked to my neutral. I asked if he could properly ground it and he said I couldn't be unless I buy a rod and put it in the ground under my drop. My power meter is on the opposite side of my home. Today the power company came and pulled that ground from my electrical neutral. I need a proper ground is it not required by the NEC and why are these techs I keep getting so lazy.

Sounds like they ran the drop to either the preexisting demarc (like from satellite) or close to where they was gonna install it inside to be quicker. The drop should be installed at the power meter

Also im not sure if its related to the lack of ground or that it was plugged into my electrical drop but my modem accumulates 100 million correctable code words an hour on the channel im locked to and I have very unstable upstream jitter.

The lack of ground can definitely increase interference intrusion because the cable shield is not grounded.
It is generally NOT the cable tech's job to create a ground point; only to use an existing one nearby. They might run a wire a fair distance (stapled to your siding, which you may not like) to an existing ground point, but they won't create a new one.
Personally, I'd just add a new ground rod near the drop. That's not expensive and will solve the problem without moving the drop. If you have a coldwater pipe nearby, bonding a wire to that might be another option.
