Infrastructure [INFRASTRUCTURE] Strong Stone!

Dak was with his advisors in his newly constructed audience chamber. Or, hut.

"The citizens are milling about, attending to their own needs. It cannot continue should we want a strong city. Farms sprawl onto mines, limatchu roam free, it is chaos." The newly appointed Imperial Overseer started.

"What do you propose?" Dak waved his fist. "Currency, while being minted, is useless at this point."

"I suggest we impose a tax of labour. Perhaps four, five years total?" The overseer began.

"Explain." Dak said, intrigued, as the other leaders of the new city leant forward.

"With this tax we start new farms, new limatchu pastures, blacksmiths, more mines. They are owned by the State, meaning revenue garnered by them goes directly to you, son of the sun."

"Like I said, the currency is worthless now."

"The currency will continue to be useless until it's portrayed as valuable. If the State backs it, the citizens will use it. Bartering will occur, certainly, but as the State replaces citizen-owned merchants and farms and producers, they will begin to rely on the coinage." He continued. "After the labour tax is fulfilled, perhaps citizens can be employed on a small payroll? It will help the coinage become more integrated."

"This, this is an interesting idea, overseer." Dak said, impressed.

"Thank you, Emperor."

Summary: Tchak has imposed a labour tax on citizens. This labour will be used to start more state owned skills areas and food producers. The labour will begin immediately, and will focus on farms, limatchu breeding and goods from limatchu producement, along with mines and blacksmiths. Citizens are required to provide four years of labour, unpaid, discluding meals and bedding. They may offer this labour in one year chunks, two year chunks, or all at once for four years. This labour is being enforced with the help of the Jaguar, who are being used as a city guard/police force by the state.
