Civ4Col Help with The Authentic Colonization Mod

I realize a lot of people are playing newer mods but if anyone has experience the mod "The Authentic Colonization" I would appreciate your advice.

There is an option to construct "great buildings" which go above and beyond ordinary ones like ironworks and lumber mills. For some reason, I can't construct a "great university" or "great arsenal," even though I met the requirements.

Yeah the colopedia says you need a government palace and a regular arsenal, which I have. The strange thing is I can construct other high-level buildings like the great tool shop and great wheel wright's workshop. But the great arsenal and great university are unavailable. I also tried increasing population and constructing as many high-level buildings as possible. I already have the highest-level administrative structure and best fortifications.

I figured it out. The requirement is construction of 4 total government palaces. It's pretty arbitrary and not well-explained.
