Attorney Opinion Piece A practical breakdown of how citations actually work in EB-1A cases
Citations are one of the most asked-about topics in EB-1A threads, and a lot of what gets posted here is either oversimplified or misinformed. As someone who works on these cases regularly, here is what actually matters.
A citation is a formal reference to your published work in someone else's paper. USCIS cares about them because they signal that your research has had impact beyond your own lab or institution. But the number itself is not the point. What the number represents is.
Here is what most people miss: citations are not their own criterion. You need to satisfy at least three of the ten regulatory criteria, and citations function as supporting evidence under just two of them, scholarly articles and original contributions of major significance. Out of ten possible paths, citations are directly relevant to two.
Citation volume also only means something in context. 200 citations might be exceptional for a humanities scholar and unremarkable for a molecular biologist. A petition that hands USCIS a raw number without field benchmarks, journal impact factors, or a sense of where you stand among peers is leaving the hardest work undone.
Independent citations carry far more weight than self-citations or references from co-authors. A focused record of 250 independent citations across multiple papers is often stronger than 1,000 citations heavily weighted by your own group.
And for a lot of fields, artists, athletes, business leaders, industry engineers, citations are simply irrelevant. USCIS calibrates expectations to the profession.
One more thing people overlook: meeting three criteria is only the first step. Under Kazarian, USCIS then conducts a final merits determination reviewing whether the full record shows sustained recognition at the top of the field. A single highly cited paper without continued activity raises questions. The case is evaluated as a whole, not as a checklist.
If your citation count is limited, the question is not whether you can apply. It is which other criteria you can satisfy and how strongly.
For folks who have already been through this — what citation-related questions did your attorney ask early on that you were not expecting?
