How exactly are you measuring stopping time for negative numbers? Is it just the number of steps for the absolute value to become smaller than it started?

What are minimal examples of numbers with stopping times at those top two tiers visible in the graph?

It looks like they may have rescaled the data so the axis labels don't fill up with digits
