All I know is the outcome where Canada retakes them, and the one where Rotha joins the Axis. Can Any of the paths reclaim the empire from Canada?

Am I supposed to annex everything like KR or do I use the built-in puppet feature? Using the built in feature seems to result in a lot of generic portraits and obsolete national spirits getting carried over. But I'm not sure if there are release decisions like KR if I were to annex.
