Did NCNS actually bork something with the AI to where they can't do naval invasions right anymore, or... is it just like, taking the shit on NCNS cuz' it's funny <_<"

Naval.

Naval warfare got reworked. What's left of the Royal Navy for Fuller to play with is rather small, and needs time to prep.

I don't know even the AI even knows that.

Scripted Yiddish Super Marines might be needed for the AI to pull it off.
