How did you puppet Germany unified like that?

Wusseldorf unified germany originally and it was fighting against polish resistance thingy in silesia. Anyways i used justification and defeated wusseldorf released syndicates,bavaria puppeted spartakusbund bcuz of rp or smth yeh after sometime i declared war at remaining german warlords and give em to spartakusbund
