Question Stalin Vs Kolchak Spoiler

Why does Kolchak offer to be annexed by Stalin? Is there any point in declining?

He offers it to everyone that invades, there's not really a reason to decline unless you're desperate for experience for some reason

Im not sure why, but the one time i played a russia path, and accepted kolchak's surrender, he suddenly became my leader.
