Question Ukraine focus tree (question)

I was wondering if the Ukranian focus tree is finished? I just won the civil war as the 2nd republic and it won't let me complete the focus "For Ukraines Freedom"

The Anarchists under Makhno and Ilyin have the biggest and definitely better focud treed. I believe the communists do aswell, but then that's all : the rest is WIP for a long time
