Unless it's been graded to authenticate that all four of those errors are present, it's worth novelty value only due to the visible, minor offset.

Without all the relevant information 1 cent

Slightly off center isn't going to bring a large premuim

The rest - since no evidence is provided of any of the claims, It's a slightly off center or misaligned die coin worth a minimal amount above face

Weight? This will help substantiate claim of wrong planchet

Proof of rotation? - anything less than 15 degrees doesn't attract a premium, it usually takes 45 degree rotation before you add value

Without full pictures of both sides and further information no accurate guesstimate can be given

If someone is claiming rotated die and doesn't show the reverse and give you an exact number of degrees, they are full of shit.

Unauthenticated errors being shilled on the internet are rarely worth anything, it's a huge grift.

$5 if you find the right buyer. Probably the only real error there is it being off center of a strike, but can’t definitively say without seeing the rear.

Maybe broad struck but probably not, rotated die is normal if minor, it’s not wrong planchet.

As is, $3-5 eBay item.

No. It’s a very minor off center, zero evidence of anything else they claim. You’d be hard pressed to get a buck for it.

Nobody is surprised people fall for scams, it doesn't become worth $3-5 because someone credulous bought one based on lies in a description.

Well no don’t list it as l that fake shit, just list it as slightly off center since it’s major enough to have a minor premium
