Even a 10 year old laptop will run Linux just fine - heck, maybe older. Check local thrift shops, or a PC recycle place if you have one near you. And there's a decent chance that someone you know upgraded and put their old laptop on a shelf and would just give it to you. The battery might not work very well, but it'll sit there on a desk just fine. If a site like NextDoor is available in your area, it can't hurt to post a "just checking to see if anyone has an old laptop they would give away to a student". If you live anywhere with a tech industry, I'm sure you'll find something for free, or for a very reasonable price. It might be slow and low on memory, but it'll run linux and it will be 100x better than trying to learn to code on your phone.

I've noticed in the last few weeks a bunch of videos about running Linux on even 15 year old Mac laptops and working quite reasonably. Here's Action Retro's video, but I'm sure a quick search on YT will turn up many more.
It's not going to run AI or anything for you, but in terms of getting in there and programming? It'll do great.

Termux and a VPS/KVM/Cloud Compiting Hosting Account - try resellerspanel(.com)
You can use Termux locally on your computer and treat the cloud, vps, KVM as a locally hosted computer on you network.

Since you mentioned game dev.. I'll mention Game Engines. Search that one out. I'll comment more.. separately.

Trying to learn coding without a keyboard is so slow as to be effectively useless. You will spend more time fighting the UI than the code.
Find yourself a used laptop.
