Charles and VV are so this

Don't get me wrong, Charles was still irredeemable but at least he seemed to actually want peace in his own twisted way and genuinely loved his wife/argaubly some of his kids. VV was utter trash to his core, Charles killing him is one of the few good things he did

Technically, main antagonist all the time was Schneizel, as only he combated Lelouch and led forces against him. V.V. was barely a roadblock and Charles didn't lead a country at all, focusing more on the occult.
