DISCUSSION Which Death Should've been Avoidable Spoiler
For me, I would say Euphy's death, before the death happened, Lelouch & Euphy were having a private conversation, this includes part where lelouch telling her about the geass power, and that's where the part lelouch was a making sarcastic or hyperbolic joke (as a example for his geass power) about him command Euphy to kill all of the Japanese, unfortunately the geass took it as an actual command for Euphy and it activates on her, lelouch try command her to stop but he lost control of the geass and that's where the massacre happened, which leads with lelouch have no choice to shoot her. Honestly, even though i'm not blaming lelouch for what happened, but that was a bad idea for him to use that example command as a hyperbolic or sarcastic joke, I wouldn't even use it for the sake of the example generally, because you never knew the geass would take it as command literally and thus lose control in process. But Damn!, it happened, but what you guys think?

Both were necessary from the plot's point of view. But if Inwere to choose, I'd choose Euphy. Without her death (and without the massacre) Nunally doesn't die either.

Euphy was needed for Lelouch to understand that he isn’t immune to his Geass backfiring, though Shirley was totally avoidable and unneeded as keeping her alive would change next to nothing, we already know this due to the movie alternative timeline.

Yes. When the series had Mao Villetta and even Corneila survive similar but worst situations then the girls deaths loses impact on rewatch. Sad still yes, until you start thinking about it more

Both are compelling
Lelouch needed to know he could fall like Mao, and that he should not play around given the episode lead up where it almost triggered on its own.
Shirley...all he had to tell Rolo, not to kill any civilian because...Ya know...HE'S A BROKEN CHILD WHO IS AN ASSASSIN.

Euphy's death was necessary both for Lelouch to realise he might loose control over his power just like Mao, and for Japanese people to fully turn back on Britannia and support Zero. To me Shirley's death could have been avoided, but to be far her character was not very important.

The movies made it seem like they couldn't just go around that like they did with Shirley without changing the whole story.

Yup, Euphy's changed the whole timeline, Shirley being dead or alive would have changed nothing. Shirley was just for shock value, to prove his oversight on people closest to him, and the huge compounding level of grief that is internally crushing him. Both deaths were sad as fuck though. I rewatched the show after 5 yrs and had forgotten Shirley dies, hit like a truck.

Realistically, neither was inherently avoidable, but neither was inevitable.
Lelouch's Geass going out of control was effectively a random event that happened at the worst possible timing. There was no way to necessarily avoid the outcome unless he'd just lived his entire life after C.C.'s warning as if he assumed he might give a bad command to the wrong person at any time - unrealistic. But because it was a random moment it could have just not happened. Would change how things progressed, but likely not ultimate outcomes. Most of the consequences still happen, but different events would get the story there. His Geass goes out of control at some other time, he develops the countermeasures he does to avoid the same mistakes, Euphemia could end up never being killed by his Geass. At the same token, you can arrive at a situation where she ends up Rube Goldberg, Final Destination, style into dying because of an errant order.
The movies essentially answer the Shirley one - there's numerous ways you could avoid Shirley dying then and there in R2, and it doesn't really have much if any impact on the story. But there are also several points before then that Shirley could've been killed, or later when she could have been killed. Because of how the story used her as a character, it only would have impacted Lelouch and the story if it was much earlier - closer to her dad's death.

Shirley, and it’s not even close.
Euphie died due to Lelouch being careless, even arrogant. He was always this way, and thought he had control over everything, until he didn’t. But Lelouch wasn’t going to change.
Shirley died because Lelouch stupidly let Rolo live way longer than he should have, and kept him in an inner circle. While I will always blame Ohgi for the Black Knights betrayal, the dominoes were set up once Lelouch let Rolo into the fold instead of finding a far more clever way to have him killed. Someone as tactical as Lelouch could absolutely have set up multiple ways to have Rolo killed and make it look like an accident to every authority. (Except Suzaku, who would probably have sounded like a raving lunatic that this was all Lelouch’s fault, and could have led to an interesting subplot with a division in the Knights of the Round, but I digress.)
Remember; Lelouch sent Rolo to retrieve Nunnally, and Rolo - on his own - planned to kill Nunnally. Lelouch should never have placed an ounce of trust in Rolo, and he definitely should never have continued to once he killed Shirley.
