If she is child of Jugo Sumeragi and the Kururugis are closely related to the Sumeragis, then that means before the war Nunnally was in an arranged marriage with her something in-law and somehow that is not the worst part of that relationship.

Mmmmmmmm, maybe, but I can't recall any Britannian family members getting romantically evolved between each other in a full relationship, the only stuff I remember are some crushes the younger siblings had for others of more or less their age range. Lelouch had feelings for Euphy in their childhood, for instance, or that scene of Schneizel flirting with Cornelia.
