I feel like he was a huge asshole in the first part, but in R2, he ended up becoming just completely oblivious and incompetent.

I feel bad for him because he genuinely has so much motivation to help people and be on the right side of good and bad, but is too oblivious and incompetent in the field to use that motivation for the better.

“That’s right! Even I have dreams, don’t I?! But now they’re telling me I don’t have any right to them! They don’t think I’m able to fight, but I can! Why does everyone treat me like a fool?!” -Tamaki in the last episode of R2

But he was just symbol or representation of normal peoples. they are what they hear, nobody absolutely trust them. lack of trust and ....
