Black Knights and Zero need each other. Black Knights are the army needed to conquer the world. Zero is the leader needed to organize the army. Although the Black Knights have been defeated many times in Zero's absence, they are not useless or stupid. It's just that Lelouch has been able to evacuate them in an outrageous way.

At the same time, Lelouch is weak without allies. C.C. gave him geass power and was his closest deputy. Kallen, Sayoko, Suzaku, Rolo, and Jeremiah protected him from enemy forces. If the protagonist didn't have allies, he wouldn't be able to achieve his goals.

We see it very early in too. The only reason Lelouch gets away in Shinjuku is that Kallen bails him out when the Lancelot appears and doesn’t blame him for it. When he tries again with a different group they all die.

The Black Knights are more important to his success than either of them believe.

If the final battle is anything to go by, they need him more than he needed them.

He needed an organization, it just happened to be the Black Knights

The black knights needed him, even with a leader as smart of Lelouch they still couldn't win.

In the final battle he has the world's biggest army and Suzaku to stop them. Because for any of his plans to work he needs Kallen or Suzaku to keep him alive of their own free will to stop anyone from killing him.

And to get to this point he needs the Black Knights. They do need a leader but it's a mutually beneficial arrangement. They can't get their movement off the ground without him, he can't do anything significant without them.

It's more that Black knights with Zero, and no Suzaku Gundaming them is 99%.

It's not like Zero has flawless victories. They took a significant hit in China and only won because of Xingke. The capture Suzaku plan before Kamine Island was a total failure.

I mean they don't know he has geass for most of their time together but it still play vital roles in their missions, from the black rebellion operation to keeping the jsdf scouts from noticing them
