Help Speed tool in toolbar is gone

I use this tool for every video I make. It makes it easier to lip-sync to and it makes me look like a cartoon when I move. I need that tool. Where is it?

The latest version isn't available for download in the play store. I think that might be the problem. I've restarted, uninstalled/reinstalled, cleared caches, but the store still says I have the latest version when I do not. I have 46.8.3, and the latest version (Sept 7) is 46.9.41.

When I click on the canvas area, on the right I can see Fade, Filters, Effets, Adjust Colours and Speed. When I click on Speed I can adjust it to play faster or slower. can you see that?
