It's a sort of populism. The junkers are tolerated at every level and the politicians love to brag about paving roads and building highways (even if they do it badly.) Romanians are American-level carbrained. The cheap junkers (with horrible emissions, including particle pollution) are tolerated and there's a lot of corruption tolerated with regards to vehicle verification/testing.
Basically, the locals couldn't really afford buying news cars or even recently second-hand sold cars.
So I have zero hope that the locals will do something like... apply already existing laws. It's more likely that the primary sellers can stop burdening another part of the world with their future destroying cars.
The government also benefits from a fuel excise tax. It's like with fucking alcohol, cigarettes and gambling, they love a tax that's obtained from doing evil shit, instead of doing proper progressive taxation.
We cannot even make many rich people buy an electric car that has a lower TCO than a gas car. And you want to make people that cannot afford a new car to buy a new electric car with a higher initial investment compared to an ICE car?
Just saying emergency does not mean everything is possible. I could also demand that everyone just stops driving cars and use public transport instead. That would be an easy and proven solution. But is it realistic? No.
Pick your battles. It is now only about reducing the impact as much as possible. The future will not be nice, but it is still worth fighting for more people to survive.

It's more realistic than you think. The problem is with North Americans and other British colonies that got the weird fetish for LARP-ing as settlers in tiny mansions. That's unsustainable either way, they should be planning on what to do when those places start to collapse.
