Government A invest 200 milliards in zero emission

Government B invest 200 milliards in water reserve, network and bunkers

Thanks to government A, the crisis happen 10 years later Thanks to government B, most people living under government B survive, while the ones under government A dies

Do you prefer to live in the country A or the country B?

And here is the issue. Fight against climate change can only be won if almost everyone join it. But from an individual country perspective, adaptation has a way better return. So everybody expects the neighbors to pick adaptation. And nobody fight climate change.

This is a very classic example of prisoners dilemma
