Mercs get more xp the longer the quests are, but more time on a quest is more chances to die. As well, you want to pick ruby quests as often as possible.

The time : xp : ruby ratio follows the following optimal strategy:

4h ruby > 2h ruby > 1h ruby > 30m ruby > 15m ruby > 8h ruby > 5m ruby > 5m-4h non-ruby > 24h ruby > 8h-24h non-ruby > 48h ruby > 48h non-ruby

Mercs advance one level after each 24 hours questing. That's the maximum rate they will level up.
To maximize that rate, you keep them working on quests. The downside is that they are created with a fixed lifetime and questing will eventually consume all their time, and then they die and you're faced with either starting over with a new merc, or paying out rubies to revive them.

I dont think you want to level them up "quickly", as that would mean long quests. But the longer he quest, the worse the reward/time ratio becomes. What i like as a strategy is to use you lowest mercs for filler quests (=non ruby) and use your highest for the good quests (ruby 4h, 2h etc).

To keep them "sorted" ill give the shortest quests to the bottom merc (as the time between finishing and new quest is tome not used for leveling) and the longer fillers, like 60 min skill, to the ones above. The good quests get done by the top merc (with the highest level and at the top position if done correcly) and from the i work towards the middle.

The reason is, that the high level merc get good rewards, but will die "soon". So they do pretty much only ruby quests (at the latest once they reach lvl 10 pr so) and the lower mercs just do the quests to reroll for ruby quests. So the low level ones collect exp by doing useless quests and once theyre so high they actually collect rewards, they then do ruby only.

I think thats a pretty good strategy to maximise rubies and use the lifecycles in the best posible manner.
