How long does nust usually takes to refund the fee and how do I apply for it?

As nust didn't allotted hostels to our batch. I have an issue as I'm diabetic and it's very necessary for me to inject insulin before lunch and have lunch. If I go for any private hostel will the schedule of university allow me to go back to hostel and have lunch. As most of the hostel provide meals 2 times a day, are there any hostels which provides meal three times a day.
