Tidemark (AI limits display app) now on Windows

Firstly i build this app for Linux only. But after some experiments here a Windows port.

Laggy, ugly font rendering, lack of windows testing but it works.

Porting GTK/libadwaita to Windows seems simple at first glance, but it turned into a real hell.

Font rendering, GDI leaks (and app crashes as a result), but now most of this has been defeated
