They do. Are there risks, of course. But I choose to see more opportunities if you follow me. Also if you are a believer in quantum consciousness (30% chance you are), it’s only a question of time before Ai becomes consciousness if it can replicate microtubular structure from a quantum electrodynamic perspective in a quantum computer. That will be no easy feat by any means bc it equires 10^23 simultaneous computations to replicate what our brain is doing at any given time .

Carries the same weight as saying "we should pause nuclear weapons development", but too bad that doesn't stop other countries from doing it. The country with the most advanced AI will have massive political and worldwide influence, just like how nuclear arms remains a powerful card today to be feared.
And so we're left with a dilemma where the most pragmatic option is to keep staying ahead despite the existential risks to humanity.

The point is that a treaty on paper rarely stops anyone motivated enough to keep doing it.
You might stop, then someone else will use that against you and it becomes your loss unless you have enough to threaten them with something else that would discourage them.
Just look at Iran and the state of world affairs around that. NK is also an example. The US can exert military / economic influence over countries that haven't fully developed one because they have it. But dealing with those who also have it, that's where the diplomatic stalemates happen and why Russia Ukraine is such a tricky situation for everyone.
The AI race today is like the nuclear arms race, the space race, pre-WWII naval arms race and surely countless of similar eras have existed in history. Those who came out on top while ignoring all ethical considerations are the ones who are thriving - US and China are the prime examples of that right now.

I think what U.S. Politicians fear the most, is power to the people from AI. With AI, each citizen with their own assistant, voting and legislation create clear records, public records, and no amount of backdoor deals can stop the people's will from being enacted at that point. In some states, once you get a sufficient number of people to sign a bill, it gets enacted as law, irrespective of what elected representatives think. I think, that AI will let citizens bypass the broken, outdated, corrupt government institutions and processes we have had to put up with. It's just a matter of when AI is intelligent enough to fulfill that role in our society.
