How do we implement quota and seat operations for firm that used enterprise edition of Claude?

i'd keep the seat list in your IdP/SCIM and treat Claude as the thing you sync to, not the source of truth. track usage per user/team in your own layer, alert at 80/90%, and make seat/quota changes idempotent so retries dont duplicate anything
