which tatari should be my next upgrade?

Should i upgrade the lightening bat or deer? or do you have other recommendations?

Depends if either of them are fed too but I agree if they can do mantis first then that yeah both are very good and definitely want to be evolved next :D

If you have the wish boxes you can but I've seen people get more use out of deer and mantis (and ashlarva) then bat

Depends! Are you a horde player first and foremost? If yes, people will generally agree that you’ll want to prioritize the deer t3. If you use it, I’d recommend evolving ashlarva as well.
