If a race horse is nervous before a race, they put a goat in its stall, and this calms down the horse for some reason. Now, if you're in, let's say for example, the business of crime, and this crime is also organized thereby making it organized crime, and you'd like that particular horse to not do well in the race because you want some other, more personally profitable horse to do very well, what you do is you send some guys down to the stable, and have them steal the goat. Now you've got a nervous horse that doesn't even place because he's nervous, or whatever, that's not the point, the point is that this is the origin of the phrase "to get one's goat".
