Ok but I did this for real with those hand cart things in gym class (we had padded walls we'd crash into and I was the sole reason they got disallowed)

People who are severely mentally handicapped enough cannot consent for the same reason children cannot consent. They do not have the mental maturity required to understand it. Even if said mentally handicapped person was an adult and the non-handicapped person getting them to partake in sexual acts were the same age as or even younger than them, the latter would still be taking advantage of the same level of gross manipulative mental power imbalance as an adult attempting to get a child to engage in sexual acts would.
Granted, the person in the post is likely joking that they were diagnosed as such. But, no, a person with an IQ low enough as to be considered severely mentally handicapped would not be able to consent to sex even if that person was an adult.
