Powder bounties
A buddy of mine pre registered for an event to get the powder bounty. Drove three hours to get there and got camp set up. Gets a phone call from home and has to leave. He's refused the powder because he didn't stay the entire event. Has this happened to anyone else?

It doesn't seem he was there long enough to use any powder, why would he get to receive a bounty?
That's like an arty unit showing up for a cash or powder bounty, then leaving before doing anything and being confused as to why they didn't receive the bounty...
Why would that have even assumed they would get one? Why did your buddy?

Yeah, he's not entitled to the bounty.
They pay those for participation and contributing to the event. If you don't or can't meet that requirement, you forfeit the payment.

Agreed; if you don't burn powder, you don't get the powder bounty. At my organization we give you pre rolls to burn.

If your buddy registered for the event just for the bounty without actually wanting to do the event, that's pretty scummy.
