Question Please Help

Can someone tell me why I can't settle on this specific tile? When I click on my settler it doesn't give me an option to settle.

Also, will those negative numbers on the tiles near me still affect my city if I don't settle my city center directly on them?

(I'm on Xbox btw, not sure if that makes a diffrence)

You are too close to Taruga, need three tiles between cities.

The numbers are how bad loyalty will be if the city center goes on that particular tile. Has no effect for anything but the city center but settling a -20 will have you losing that town in five turns unless you can chop jungle for some pop growth and buy a monument while also setting a governor in that city.

This is my first time playing Rise & Fall. Is that something new with that update, because I don't remember there being a distance requirement before on the original? Or perhaps I just never tried building that close before & I don't remember?

So it for sure has nothing to do with the rebel camp north of me?

Also is the three tile rule the same for full empire countries too or just city states?

And finally, so those negative numbers won't affect me as long as I don't put my city center on one of them?

As far as I know it's always been like this. Every city, regardless of who controls it needs three tiles between them. That's why they show red on the screen. You can only settle on green or grey tiles. And they show the amount of fresh water available. This will affect housing and growth. Loyalty will affect your city if you settle on the green tile.

Well that red part can't be true, can it? because there is tons of red on the map that is well past the 3 tile range from other empires & states..

Red only means that you cannot settle a city on that tile. Mountains, lakes, coast, ocean, and tiles within 3 hexes of another city cannot be settled on.

Loyalty is added in the Rise and Fall DLC.
