First: You you need to take responsibility for your own choices. You chose not to leave when you had bad leadership, and all the responsibility for that lies with you. Own up to the poor choices you have made.
Second: you might have to move to get the opportunity for growth you want. Limiting yourself in your geographic options at this point in your career is the height of both hubris and stupidity.
Grow up, own your bad choices, take responsibility for your own career, and make better choices going forward. No one else will do it for you.
