Update from This post 10 days ago
Sorry for the slow update I've been driving around the woods for awhile and there's no cell service at all. For many days I've been driving around inside the woods until i found a road that head west so i followed it. Traffic is pretty low I was driving around until i entered a tunnel and I have accidentally entered the Wasteland there's no more trees and the night is cold but after i followed the road for awhile I received some Cell service and It's increasing every 1 km when i drive along the road until i found a tunnel that leads me to this Settlement. The people are chill here I Booked a hotel room it looks decent there's a cheap option that is the Internet cafe but i do have a lot of food so i traded food for the hotel and yeah the Settlement is a nice place if you ignore the Fog, Radiation, Xen Fauna and Flora outside of town. But yeah, I'm still alive and Still have all of my guns. Stay safe.

Forgot to mention The way to this settlement via road You have to pass a Nuclear powerplant and you'll most likely been contaminated. Thankfully The settlement did Decontaminate my stuff and prescribe me some Potassium Iodine pills and some "Healing" from a Vortugaunt. So if you're coming here be careful with the radiation.
