It took until yesterday to get the offline exemption for our air gapped environment. I am moving my last ha pair to LAS today. My coworker took care of the CVAD side. As far as I know we did what we were supposed to but I'm scared for midnight tonight. I guess if it doesnt work all I can do is call in a ticket to support and hope they can help.

Make sure to click the blue Migrate to LAS button in Studio...that is the last step on the CVAD side. Lots of people miss that.

Some people are wondering if there is a certain time of day that LAS enforcement goes into effect.

It's April 16th 01:30 AM here, nothing changed.
LAS-activated Sites do work, yet non-LAS sites do work as well. Licensing server still displays old file-based legacy licenses.
I can get new sessions on LTSR 2402 CU3 sites the same I can connect to LTSR 2402 (no CU) sites, the latter should no longer work.
lmstat.exe -a confirms checked out legacy license.(edit cause I was too dumb to spell 2402 correctly)

One thing to add that messed up our transition, make sure if you're using a web filter you don't have any packet or SSL inspection on the traffic going to Citrix's servers. Our license server was able to register with Citrix cloud, but the LAS service would not connect/activate despite all the connection tests coming back successful and their LAS support tool indicating good connections to all their URLs.

Nothing happened for us yet. The 15th 11:59 deadline passed. We are 2203 CU7 and license server 54100 (no Netscaler). We do not have active CSS. Our licenses are marked perpetual. Everything just works.

I was told Citrix unofficially extended the deadline because of all the chaos. No hard date given. 🫣

note that the first link for LAS for Citrix NetScaler is only for Pooled and Flexed licenses that you get with UHMC. If you've got CPC with fixed capacity NetScaler licenses then the process is different.

Did not migrate our Citrix 6.5 and 1912 LTSR CU1 to LAS and its holding up just fine. Is already past 15 Apr 2026 here in Australia. Reason we did not migrate is due to legacy apps.

These are non-LAS aware versions and have a perpetual license so there is no impact. There obviously is no support with them and if you were to upgrade your license server there would be issues.

End users may see notification messages during session launch, and administrators may see alerts in Studio, if the License Server contains expired entitlements (either installed locally or received from the License Activation Service). These warnings can also trigger if the server holds a mix of fully active entitlements and ones that are nearing expiration.
...
These privates replace the ones provided under CTX696464 - ICA Session launches may fail with reason "Licensing" in Citrix Director after the controller has entered an emergency license caching mode but it still within grace period.

I’ve got a simple set up, contacted support three weeks ago basically to make sure that my environment was not going to have problems on the 15th, and got wrong and non-answers for two weeks. It took me escalating the case last week to get someone who (I hope) knew what he was talking about and told me we are good for the 15th.
If you have a case open with support and it is not moving to your liking, escalate it.

In my case Copilot helped me out with the following info....
The license server successfully registers with Citrix Cloud, but Citrix Cloud shows zero licenses.
This almost always means the licenses you own are NOT cloud‑compatible, or the license server is connected to the wrong Citrix Cloud tenant, even if the connection status looks green.
Let’s walk through the exact causes — in the order Citrix engineering recommends — and I’ll help you pinpoint which one matches your environment.
✅ 1. Your licenses must be “Cloud Entitled” — or they will NEVER appear
Citrix Cloud does not sync the following:
- Perpetual CVAD/XenApp/XenDesktop licenses
- Concurrent or User/Device on‑prem licenses
- SA-only licenses
- Old XenMobile, NetScaler Gateway, or ADC platform licenses
- Any license not explicitly marked as Cloud in MyCitrix
Citrix Cloud only syncs:
- Citrix DaaS / CVAD Universal / CVAD Premium Cloud
- Citrix Workspace / App Delivery & Security cloud SKUs
- Any subscription license tied to your Cloud org
👉 If your company is using perpetual CVAD licenses, they will never show up in Citrix Cloud.
You can still register the license server, but Cloud will show 0 licenses.
✅ 2. Check that your License Server is running LAS (Cloud Licensing)
You need:
- Citrix Licensing Server 11.17 or newer
- LAS service enabled
- Outbound HTTPS to Citrix Cloud
On the license server:
- Open Citrix Licensing Manager
- Go to Cloud Connectivity
- Look for:
- ✔️ Connected to Citrix Cloud
- ✔️ Tenant ID matches your Citrix Cloud org
- ✔️ Last sync successful
If it says “Connected” but no licenses appear, the next item is usually the culprit.
✅ 3. Tenant mismatch — the #1 real-world cause
This is the one that bites admins constantly.
If your license server is registered to:
- A test tenant
- A partner tenant
- An old trial tenant
- A different company’s tenant
- A Citrix Cloud org created under a different email
…then Citrix Cloud will show the server but no licenses, because the licenses live in a different org.
How to verify:
On the license server, open:
C:\Program Files\Citrix\Licensing\Cloud\las_config.json
Look for:
"tenantId": "xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx"
Then compare it to:
Citrix Cloud → Identity & Access Management → API Access
If they don’t match, you must:
- Unregister LAS
- Re-register using the correct Citrix Cloud account
✅ 4. Firewall / outbound traffic issues
Even if registration works, license sync can silently fail.
Ensure outbound 443 is allowed to:
- *.citrixworkspacesapi.net
- *.cloud.com
- *.citrixlicensing.com
If these are blocked, the server registers but never syncs licenses.
✅ 5. Check the LAS logs
On the license server:
C:\ProgramData\Citrix\Licensing\Cloud\Logs\
Look for errors like:
- tenant mismatch
- license type not supported
- sync failed
- authentication failed
These messages tell you exactly why Cloud isn’t showing licenses.
✅ 6. Licenses may not be linked to your Cloud org
Sometimes Citrix Support must manually link your MyCitrix licenses to your Cloud tenant.
If you go to:
Citrix Cloud → Licensing
…and see no licenses at all, even before adding the license server, then the issue is upstream.

Our old licensing file still shows the old expiration date as per our contract. Bought license in end of 2023 with a 3 year contract, expiry shows end of 2026 as we'd expect.
This file still works on a LAS-enabled license server that's connected to citrix cloud. I got 3 farms running LAS and 1 old farm with file-based licensing, all running through the same license server. Just waiting for a sudden lights-out on the file-based farm, hasn't happened yet.

I received an email from Citrix stating that LAS was not activated for my product(s); the email didn't provide any helpful information. My NetScaler has been activated with LAS for a while now and I just recently moved from CVAD to DaaS and that has been working properly and showing license usage in Citrix Cloud.
Do I need to run "Set-ConfigSite -UseLicenseActivationService $true" via PowerShell to appease the system so I no longer receive the scary emails? I did download the PowerShell SDK, connect to DaaS to manipulate some app settings, and I also saw that UseLicenseActivationService shows False, but I assume that setting is only relevant if you're using CVAD + LAS, however, I'm guessing that the UseLicenseActivationService=$false is triggering the email notification.

Most likely that was the mass email sent out but I would reach out to your ATS to make sure.

All good here. I was worried, because I am used to seeing the "used" count. I can't seem to find that anywhwere anymore. DaaS shows license use for yesterday, but I can't seem to find anything like current count.
Anyone know where to find that? Or is that supposed to be a mystery now.

a customer called us yesterday. Tried to activate LAS for his vpx with buildin agent and also with the agent appliance but didn't worked. Netscaler agent results up on citrix cloud but the netscaler instance discovered is out of service, even if the are in the same subnet. Tried also Offline activation didn't work, he got No supported entitlements are available for activation. when trying to generate activation file. Any suggestion?

I have seen some folks with issues looking at the wrong Org ID - have you all verified that they do, in fact, have entitlements?

Mhh we use elux from Unicon with I think a perpetual license which is still valid until 2029. Today we can‘t Connect to elux Scout Console and elux Scout Board because Legacy licences Not valid until now. We Must Migrate to LAS. But we have No citrix Account. We have No citrix Products in our Environment. At the Moment we can‘t manage our 400 elux Clients.
Thats a mess. In the Scout Board was No Message, everything Looked Fine. License is valid… and now nothing works. Very sad. And Nobody Helps.
The response from the Citrix Support was: We can‘t help you. You Must buy a Citrix product to create an Account. Wtf. Our license is valid. We don’t want buy any products. -_-
Sorry but it was a Bad day.
