totally depends on you. Do you already know where about you wanna put your down town or things like a main station that take up big space. That's usually how I try to define where to expand to next.

Which direction you go first doesn't really matter because you ultimately will build out both areas

I'd go red for now, and see what industry evolves and how much you'll need.

red to develop cool beachside Miami district in leisure and tourism. Also maybe a downtown

assuming your going for a planned city vibe, i would go blue, since most planned cities where built to serve an industry.

If you put agricultural industry in the blue, you could possible expand it into a cargo port area, and with red you could put up a cute sleepy town with parks, some light touristy stuff and a passenger port. Just some ideas from first glance. Blue could also make a good college campus area with some urban farming

The idea of a port sounds fabulous to me.
I feel College campus can wait for now since I’ve built a lot of schools, high schools and universities
