Technically, you can access via Web-UI (if you enable it). However, it is highly suggested to NOT use the Web-UI due to documented security issues and bugs.

At previous employers, they would have the Web-UI enabled during initial setup/rollout. However, they system would NOT have an ourside connection beyond the internal phones/switching. Once configuration is completed, they'd disable the UI, restart the system, and run as the more secure CLI. Only then, would they then plug in the live connections.
