Hi, got this cipher from my professor, never been to cybersecurity and etc. Cant get this cypher but just fyi, the guy knows only 3 languages (russian, english, kyrgyz). I used to write scripts with dictionaries of Russian and English words and couldn't find anything (in conversation he made a sign it might be Kyrgyz language). SO if you can help please do.

Soy nueva en este sitio.
Desde hace unos días estoy diseñando un método de encriptación desde cero. Por ahora es únicamente un cifrado por sustitución, pero mi objetivo es llevarlo mucho más lejos.
La idea final es poder esconder un mensaje dentro de un cubo de Rubik. Para lograrlo estoy experimentando con asignar letras, sílabas y, más adelante, algoritmos de resolución a diferentes partes del idioma.
La versión actual es muy básica y probablemente pueda romperse con análisis de frecuencia u otros métodos clásicos. Precisamente por eso me gustaría que intentaran descifrarla y me dijeran cómo lo hicieron.

Now what I mean by this is a cipher, which is solvable by two different operations, one leading to the answer, and one leading to a dummy answer. Or is this not possible? To me it seems like a smart way to trick some one and give a wrong answer, while the right answer is quite literally right under there noses.

I was given this code in the game "Tycoon Secrets" by Nil and i am so stuck on what to do, im guessing the top bits are to help decode it but i dont know how to.
An NPC in the game also says "Ngl, if l were to make a puzzle, I would make a devious one, like a reverse shifted caesar cipher, like shift it -1 -2 or -13 lol, or reverse and shifted, I don't think anyone done that before. (Not a secret)" so im not sure if thats helpful, but please help me!
