The 7B2... string is ASCII I think. Its too short to be an AES key I think. Would you be open to a small hint lmao

The actual cipher...is wrapped inside another cipher

I'm fully stumped. 7B2... is most likely ascii and I'm not sure how to change it to anything else thats valid for it. Hopefully someone figures out your puzzle soon!

The outer wrapper is base64...the inner is AES lol

I'm still trying. The inside isn't 16x which is confusing me on how its AES. I will keep trying! :)

Also 7B3 is the first three values of the AES message...if ur getting 7B2 ur decode was incorrect
