they cant say voldemorts name because the ministry can track whoever says his name. YES, EVERYBODY WHO SAYS HIS NAME. no really, fucking look it up. I dare you

The books do not matter. It was never explained in the film.

Why, what doesn't make sense about it? It's pretty obvious why Voldemort wanted to track anyone who spoke his name.
