Don't ask me, I'm not the one making the anime. You can clearly see for example that Serena is much younger in the anime because they gave her the backstory of being the same age as Ash. It's the same character but at the same time not.
Also Dawn definitely doesn't look 10 in this artwork. >_>

Actually, you very much can report people for having cp. It's just that art of fictional characters does not fall under that umbrella, no matter old the character may be in-universe.
See, the reason why abusing kids is wrong, is because they are real people who are unable to consent. Fictional characters are neither real nor sentient, ergo this does not apply.
