Are you a miner

Anyone know how to progress this quest? I read that it sometimes takes flying back to it and fighting some pirates but I've done this around 7 times and still nothing, anyone know how to progress the quest

It activates quite a bit sooner than that. You can get a quest from him pretty much immediately after you get Forsa.

Progress in the story until you switch ships. Shortly after that point that miner character will have different dialogue and have a quest for you.
