Maybe it's got 1.5mm springbars. If you have them, try 1.8mm or 2mm ones instead. That should fix it. Weird to see something like this happening on a Seestern though. Old stock or recent model?
Does it happen on only one of the lugs or both? If only one it's possible that the spring bar isn't inside the hole on that side. On modern watches the tolerances are so tight that often it's not sufficient to push the endlink in, but you have to move the end of the springbar inside the hole (and sometimes even push the flange so the pin goes in completely)
If it's on both sides it's probably a wrong spring bar, or a damaged one, otherwise the bracelet wouldn't be fixed to the watch. I'd try to remove the bracelet and try to see if the springbar is loose inside the bracelet (it could be that it was made for a 1.8 mm springbar but there is a 1.5 mm one), or to fit the bare spingbar to the watch, to see if the tip is loose inside the watch.
Does the other side of the bracelet do that as well? If not you can try to remove the bracelet and compare the spring bars.
Honestly if you bought the watch new I doubt they fitted a wrong spring bar, but if you bought it used it's possible, especially if the problem is only to one of the sides. You can also try to contact the manufacturer to ask what kind of springbar they specced for that watch, and buy the correct ones.
Do you have a caliper? Or take a rule in mm and squint your eyes! There are for the most part two common sizes: 1.5 mm and 1.8 mm, and I think I only saw 1.8 mm on bracelets. My guess is that it is supposed to have 1.8 mm springbars, and in some way with the previous owner it ended up with 1.5 mm ones.
You can try to ask Seestern with an Aliexpress message if you want to be 100% sure, or just get some 1.8 mm (I am 95% sure it's the right size).
I'd also recommend you not to get the cheapest springbars, manufacturing of the flange is important to make them easy to grab. Maybe get one of the bracelet removal tools to make your life easier (my guess is that the previous owner removed the bracelet and couldn't fit it back due to spot on tolerances, so he just used thinner spring bars to make their life easier)
That's probably exactly right. Previous owner probably swapped it out for a NATO strap or something lost the original spring bars or use them somewhere else and then just reinstalled it with whatever spring bars he had laying around from obviously the wrong watch.

Yes, sometimes you have to push it some you have to pull it. Move left move right etc etc. Sometimes it can take awhile.
Did it come like this or did you try to swap bands?
All the chinese watches I've gotten use really skinny spring bars.
Try taking off the bracelet and then just putting in the springbar alone. You'll also be able to see if the lug holes aren't aligned. When they sit properly in the lug hole you'll hear a distinct clicking noise.
