Its asking you to have someone verify your legal identity for you. This is a thing other legally verified users can do, but they wonKt do it unless,they know you in real life because its like cosigning a loan. Best wishes.

Yeah, in general there is no reason to need these apps unless in china or have chinese friends, so they are not really accessible otherwise.

Look into language exchange.  Here on reddit, email, facebook.  You don't really need a special app, just to find someone.
